This week, the Taxpayers Won

The Solid Waste Authority late last year sold $800M in bonds to finance the construction of a waste-to-energy facility (aka “mass burn plant”) on Jog Road. This week, the 7 person selection committee gave the nod to Babcock and Wilcox to build and operate the plant. They were the low bidder at $667M (or $500M NPV if 20 years of operations and energy sales are considered), considerably less than competitors Covanat and Wheelabrator.
